Electronic Arts reported that there are problems with the TOTSSF Rest of the World guaranteed SBC. Sometimes the basic versions were peeled from the packages instead of the Team Of The Season So Far versions.
The SBC in question has been fixed and now guarantees the cards as described, all those who have already opened the package in question will receive the package again. Modalities and timing will be communicated in the next few days by EA Sports.

“Final Update: The correct Player Items have been granted to impacted players. You can find them in your Unassigned Items after logging into FUT. Thanks for your patience while we worked to resolve this.”
“We’re seeing reports that some players received incorrect Player Items from the ROW TOTSSF Guaranteed SBC. The SBC has been updated to give the correct Items and we are actively investigating affected players. We’ll provide the next update by Monday afternoon, Pacific time.”
