The EA Sports community manager Mr. Zaro has announced that the absence of restrictions of the current FUT Champions Weekend League is due to a technical error.

” The ability to use training items in this week’s WL was not intended. The current system doesn’t allow us to revert it without re-starting the WL (penalizing players who already played their matches). Regular requirements will be back next week.”
